What's that mean? The DAM already experienced a FORCE GREATER THAN WHAT THE DAM IS CONSTRUCTED AT, THAT'S WHY IT MOVED. IF THE PARAMETER FOR DESIGN IS 0 TO 10 with 0 as the lowest safety factor and the DAM was constructed within design tolerance but by only at 0.0001 margin of error, the chances of the DAM COLLAPSING IS ALMOST A CERTAINTY.
